Florida's 2024 Liquor License Drawing (Details + Dates)

Update: Following the impacts of Hurricane Helene, the Florida Division of Alcoholic Beverages and Tobacco extended the entry period for the 2024 quota beverage license drawing until October 31, 2024. Click here for details.

In an eagerly anticipated move, the State of Florida has announced the full list of available licenses for the 2024 quota beverage license drawing. 54 licenses will be randomly awarded across 32 counties, largely due to population increases driving the automatic creation of new licenses under state law.

Quota liquor licenses allow businesses to sell unlimited amounts of liquor in addition to beer and wine. These licenses are limited in number and generally command large sums on the market, up to nearly a million dollars for a license in certain counties. The annual drawing is a chance for individuals and companies to win one for the price of an entry ($100 per county). While the 54 licenses that will be available represent a decrease from 2023’s historic 89 licenses, the issuance of these licenses will still have a dramatic impact on the state’s hospitality industry.

The 45-day entry period will begin on Monday, August 19, 2024, with the results to follow months after the period closes. The notice and key links are reproduced below.

NOTICE OF 2024 QUOTA BEVERAGE LICENSE DRAWING ENTRY PERIOD

RULE NO.: 61A-5.0105 Selection of Applicants for Quota Alcoholic Beverage Licenses by Public Drawing

Pursuant to Rule 61A-5.0105, Florida Administrative Code, the Division of Alcoholic Beverages and Tobacco will accept Quota Beverage License Drawing entries for a period of 45 days, beginning August 19, 2024.  Quota Beverage License Drawing entries will be accepted via the Quota License Drawing Entry Form from August 19, 2024, until 5:00 p.m., on October 2, 2024 October 31, 2024 (context). 

For the 2024 entry period, interested entrants may file a maximum of one entry form per county for the following counties where quota alcoholic beverage licenses will be available in the next license drawing (parentheticals reference the number of licenses available in each county):

Alachua (1), Bay (1), Brevard (2),  Broward (1), Charlotte (1), Citrus (1), Clay (1), Collier (1), Dade (1), Duval (4), Escambia (1), Flagler (1), Hernando (1), Hillsborough (2), Indian River (1), Lake (2), Leon (1), Manatee (2), Marion (2), Okaloosa (1), Orange (1), Osceola (2), Palm Beach (2), Pasco (2), Polk (7), Santa Rosa (1), Sarasota (2), St. Johns (2), St. Lucie (3), Sumter (2), Volusia (1) and Walton (1).

Entry forms must be received by the Division prior to the entry deadline at 5:00 p.m. on October 2, 2024.  The deadline for the entry period is strictly applied to all entry forms.

Interested entrants may complete an entry form online by visiting the Department of Business and Professional Regulation’s website: https://www2.myfloridalicense.com/online-services/, or obtain FORM DBPR ABT 6033 through any district office of the Division or by visiting the Division’s website: https://www2.myfloridalicense.com/alcoholic-beverages-and-tobacco/

Each filing of the FORM DBPR ABT 6033 must be accompanied by the entry fee of $100 per entry.  Payments of the entry fee will be accepted by credit card for online entries. or A check or money order, payable to the Division of Alcoholic Beverages and Tobacco, will be accepted for entries by mail.  Mail or hand delivered entries accompanied by the required entry fee must be sent to: Division of Alcoholic Beverages and Tobacco, Attn: Quota Beverage License Drawing, 2601 Blair Stone Road, Tallahassee, Florida 32399-1019.
